Research On Energy Conservation Scenario Of China Green Lights Project

"Green Lights Programme" is generally the large-sized initiative aiming at saving electricity and environmental protection directed and pushed by the government in 1990's. The research on energy conservation scenario of green lights programme defines the target of electricity conservation and environmental protection and provides foundation for development of implementation plan as well as the base of project impact evaluation. Based on review of major outputs, experiences and lessons learned from China Green Lights Project during the ten years of implementation period (1996-2005), the paper states main progress of research on China energy conservation scenario, analyzes flaws of quantitative research and proposes the improvement of quantitative research of project energy conservation impact and verification calculation through in-depth analysis of evaluation methodology and data collection employment combined with respect of the China Green Lights Projects implemented during the 9^th Five Year Planning period (1996-2000) and the 10^th Five Year Planning period (2001-2005) funded by UNDP (United Nation Development Programme). And also the paper provides impact projection for energy conservation potential and relevant environmental protection during 11^th Five Year Planning period, analyzes barriers of market, mechanism and institution to realizing the target of energy conservation and environmental protection and suggests policy and measures to improve implementation during the 11^th five year planning period.
