On Government's Administrative Regulates And Controls In The Real Estate Market

The real estate is one of the cornerstone industries in China, and it's very important to the national economy. Under the market economy, macroeconomic regulation and control policy is an important implement for the state to interfere with the real estate market. The first real estate economy foam happened in 1990. 10 years later, the real estate market was pounded again in 2003, and since then, a new train of macroeconomic regulation and control policy has been on. Till now, the government is still working out with macroeconomic regulation and control policy, which shows that the policies didn't help. The regulating and controlling in these 4 years needs to be summed up, and the future direction needs to be nailed down. Under this condition, simple theory studies are not enough for resolving actual problem. The government is going to strengthen macro-control without fail. But it becomes the key problem that how to regularize the government's behavior. So it's significant to study on the government's behavior during the regulating and controlling.Owing to the administrative characteristic, the administrative regulates and controls which became the major part of the macroeconomic regulation and control policy are paid close attention to. The administrative policy was used to be the adjuvant one in three kinds of measures. But this time, it became the most important one. Then, the problem is how did it work and how to perfect it.By using analytical method, we analyze the relation between the trend of the real estate market and all of the administrative regulates and controls in these 4 years. It turns out that the real estate market didn't become Stable although the administrative regulates and controls kept on becoming stronger. After studying on this result, the goods and bads of the administrative regulates and controls turn clear: On one hand, administrative policy was used frequently because of its importance and some usefulness. On the other hand, its abuse appealed since its weakness. Macroeconomic regulating and controlling is still on, and it's important for the government to work out some powerful policy. Whether the administrative regulates and controls being greatly used or not, it's essential to deal with its abuse since its necessity. Being Legally controlled on legislation,execution and justice is favorable to the future administrative regulates and controls and even the whole macroeconomic regulation and control policy.
