With the development of China's economy and the improvement of people's living standard, its demand of petroleum products increases in a radical way and its import dependence degree is also climbing steadily. It has become an important solution of securing our nation's oil and gas supply that we enhance international petroleum exploration and development and employ multiple cooperation method to make use of petroleum resources globally. Shengli Oilfield is actively maintain its implementation of the"Going Out"strategy in order to acquire more overseas petroleum interests and share oil. This is for the development of the companies, and more crucially for the national energy security. This paper firstly analyzes Shengli Oilfield's current international operation status, its international petroleum resource market, and the advantage and disadvantage of international operation. Then this paper proposes the market entry strategy, the target countries, and the supporting reforming measures that Shengli Oilfield should undertake to facilitate its international development. This paper has also studied the exercise of international corporate management theory by looking at Shengli Oilfield's international strategy. First of all, this paper makes the motive of Shengli Oilfield's international strategy clear. Then the author suggests that the target countries of Shengli Oilfield's international strategy should be Middle-Asian countries and African countries based on the analysis of Shengli Oilfield's advantages and disadvantages and the research of petroleum companies'international contracting models. Thirdly, this paper suggests that Shengli Oilfield have to establish an organizational structure that facilitates international operation, conduct international employee training program, and promote the research of the internationalization of petroleum companies.
