Knowledge-based Economy characterized by science and technology is developing fast throughout the world. Since the proportion of knowledge industry in industry structure grows and labor force structure changes ultimately, the human capital replaced by knowledge-worker with modern science and technology is never the traditional labor force on concept. Knowledge worker is the core productivity in Knowledge-based Economy era, soul of the whole enterprise and key of the enterprise to live and develop. Though traditional management mode pays attention to knowledge worker's self-management and innovation motivation, mechanism of self-management and innovation motivation does not perform well in practice. How to inspire knowledge worker's self-management potential and speed up their growth and success to form a valid and wholesome innovation motivation mechanism are the keys of enterprise to innovate continuously to earn the dominance in competition. So, how to promote knowledge worker's productivity greatly is the management issue this century.By analyze the knowledge worker's traits, in this article, the principle and method of authorization in self-management are discussed and the self-management mode of individual and group of knowledge worker is created. After reviewing the mechanism of innovation and motivation, the transformation between intellectual property rights(IPR)and the other rights is conceived creatively. And the questions in innovation motivation of knowledge worker in China are concluded. And the comprehensive strategies of motivation to knowledge worker are brought out. There are humanism management, integrative compensation management, complex motivation mode, personal motivation, intensified motivation, communicating motivation and the transformation and authorization of creative products. The strategies are used to realize the knowledge worker's self-management and innovation potential. In this article, the content narrated above is integrated to construct knowledge worker's self-management and motivation mechanism mode.
