In the era of knowledge economy, the development of politics, economy and culture and the construction of a harmonious society rely much more on a good exertion of university function. The special function of university and the labor value of its staff members should be approved by the government and society. With a further study on the issue of personal income distribution in Chinese universities, this thesis aims at providing a theoretical support for the government policy-making institution in its instruction to the reform of university income distribution. It also tries to provide a new idea for the reform of the university internal management system and a new horizon for the university staff in realizing their own value to arouse their working enthusiasm and creativity, and thus providing both talents and system guarantee for the construction a harmonious and innovation-oriented society. With a combination of the standard analysis method, empirical analysis method and the historical comparison method, the thesis put forward the view of seeking the reference system of personal income level in the university by analogy. By locating the university staff's income level in the well-being social stratum and analyzing its objective and practical significance, this thesis proposes building a university salary system conforming to both the situation of our country and the requirements of social development. This salary system is different from the salary systems centering either on the performance of the enterprise or on the trophy of professional sport. The design of this system is based not only on the medium of encouraging competition but also on the different demand of different staff members in different time, respecting the law of market competition, higher education and scientific research. Finally, this thesis proposes that the reforms such as staff appointment, post evaluation and financial management should also be taken into consideration.
