Sustainable development is an important theoretical and practical problem involving population, resources, economy, society, environment, etc., which the whole human should face. Though theoretically, politicians, philosophers, economists, ecologists and environmentalists have not yet come to a generally acknowledged theory model, the "Agenda 21" passed on the conference of Environment and Development of the United Nations in 1992 has marked that human have already stepped out the category of theoretical research, and have pushed "sustainable development "forward as the realization goal that the whole human pursue. Over the past ten years, scholars in our country are very active on the theoretical research of sustainable development, and regard making and implementing the "China's Agenda 21" as the climax.How can China, during the stage of its society development and as a developing country, make good use of resources and environment on the premise of its economic development is a difficult problem to face.
