Nowadays, policy-based financial institutions widely exist all over the world, but different backgrounds and conditions in developed and developing countries decide the different development of their policy-based financial institutions. In our country, the researches on policy-based financial institutions mainly focus on the developed countries such as Japan, the United States, Germany and so on, while Thailand is a successful example in developing countries. The main innovation of this paper is the comprehensive study on Thailand policy-based financial institutions for the first time.The policy-based financial institutional system of Thailand consists of The Government Housing Bank, Bank for Agriculture and Agricultural Cooperatives, Industrial Finance Corporation of Thailand, Small and Medium Enterprise Development Bank of Thailand and Export-Import Bank of Thailand. Although the five banks have been undergoing different developing processes, the related data and examples have proved the successes of them in general. They have contributed a lot to the economic development, some degrees of resolving of dualistic economy, the development of small and medium enterprises and foreign trade in Thailand. As one developing country, China faces a lot of conditions similar to Thailand on the above problems. Therefore, the experiences of Thailand are useful for reference to constructing and developing the policy-based financial institutions in Chine.Firstly, the paper discusses the theory bases for setting up policy-based financial institutions. Secondly, it introduces the developing processes of five policy-based financial institutions of Thailand and dissertates the functions and roles of them. On the above basis, it analyses Thailand's useful lessons for China.
