Publicness Analysis On Chinese Financial Expenditure Since The Reform And Opening-up

With the development of the market-based process of our country, the main function of government in resource distribution has already changed a lot since China opened its door to the world. Government's function should be turned to public service instead of production and construction under planned economic system in principle. However, the transition of government's function is a progressive course, and it is impossible to be put in right place in one step. Thus, it is meaningful to research the implementation condition of the government's function and transition degree, which can be seen from the expenditure of government finance and its change situation. This thesis takes financial expenditure of Chinese government since the reform and opening-up as an analytic target, analyzing the development course and construction degree of the publicness of financial expenditure to grasp the performance of government's function and it's present condition of transition, which can be used as reference for our country's public finance setting-up and to perfect market economy system and the completion of government's function.This dissertation consists of the following four parts:Part one Relativity analysis to the financial expenditure and publicness. Firstly, the thesis clarifies the concepts of financial expenditure and publicness; then it explains publicness connotation of financial expenditure under market economy under the terms from six respects, such as, the foundation of existence, the source of Power, capital source, expenditure course, expenditure target and goal characteristic.Part two Description of the orbit for development of Chinese financial expenditure ever since the reform and opening-up and its conclusion that our financial expenditure tends to getting public and our government's function turns to be the public service type gradually. Meanwhile, the thesis analyzes the certainty of the prominent public characteristic of the financial expenditure and gets the idea thatbasic reason or motive force is to set up market economic system, to develop market economy and to promote enormous transition of government's function.Part three Analyze the main problems existing in the publicness construction of financial expenditure, mainly appearing in three respects, such as, the high ratio of expenditure in economic field and irrationality of internal structure; swelling constantly in administration expenditure and excessive financial consumption; insufficiently invested capital in the field of public service and low degree of publicness. In the light of the " Offside " and shortage of the expenditure and the insufficiency of publicness, the thesis has analyzed the reasons that cause these problems, including insufficiency of marketization, limited financial resources, incomplete transition of the government functions, nonstandard divide of inter-governmental duties, responsibilities and ownership of property, difficult appropriation for obtained interest and the difficulties to get rid of traditional ideas and customs.Part four According to the analysis of several preceding parts, and the basic analysis frame of public service, the thesis proposes to strengthen the publicness of financial expenditure and to advance the transforming of the government functions, mainly including the following several respects: dividing expenditure range clearly, adjusting and optimizing the structure of expenditure and carrying on the reform of related systems.
