China has been an outstanding role in the world manufacturing since 1980's. Especially, after the entrance of WTO, China will participate in international division and competition with more opening attitude in economy globalization. The competing ability of industry is the key to achieve the advantage in the new division situation for China. Traditional Comparative Advantage Theory, New Trade Theory and the Competitive Advantage Theory have explained the source of profit through trading, and the important factors for advantage. But there isn't a satisfying interpretation of the position mechanism of international intra-industry labor division in manufacture industry. With adding culture factors of producers, this paper constructs a theory framework of matching relationship between national culture and organizational structure based on product architecture to analyze the position problem of inner-industry work division. In brief, there is an optimum organizational structure for a product architecture in theory, and the efficiency of organization relates to a nation's culture tightly. If the culture sustains organizational structure of an industry in one country, the nation will obtain competitive advantage in the products produced within above organizational structure, and specialize in them. Secondly, the paper shows an empirical research to sustain above theory. At last, some advices on industrial development for China are presented.
