A Study On Settlement Problem Of Farmers For Land Expropriation

This paper focused on the farmers who lost land by expropriation (if the policy choices were appropriate, the farmers do not become one of social vulnerable groups). According to the concepts of public management and socisl security systems engineering, the thesis stressed three stages which are social security financing, found management (investment) and benefit payment to analyze and study, and brought forward that social pension security is the main mode for compensation and settlement of land expropriation.In the stage of financing, the paper disputed the scientificity of depending on land output value which is present mode on compensation and settlement of land expropriation, went deep study on benefit losing of the farmers from two aspects by using economics mode, put forward social value shoud be embodied in compensation of lost land and that is financing channel of pension insurance foundation. Building a safe efficient operation mode and implementing the trust management mode was emphasized in fund management stage. Realization of accout function was pointed out in the third stage. It proposeed to frame system by separating levels and stages, old age person connect with the minimum living security, employee link with urban security system, the social security contribution of unemployment people temporarily kept by social insurance administration agencies.An undeveloped city was demonstrated, and its detailed operstion process was displaied. The emphasis function of building social security system was clarified, the current problems are found out, and transformation mechanism and approaches of management was provided. To know attitude and understanding of relate people on the study more explicit, the author individually interviewed some officials and staffs who work in land expropriation administration and modify the research methods and contents of plan according interviewee's suggestions and feedbacks.The paper proposed the social pension security plan which relatively ideal on theory perspective and more practicable for the farmers to protect their benefits.
