As an important index for the macro-statistics of national economy by the government, The gross Domestic Product (GDP) has been regarded as the foremost criterion for measuring the progress of national economy and society. However, the traditional GDP accounting system which excludes natural and environmental assets resulted in GDP exaggerated. In the paper, Based on the theory of sustainable development, the Green GDP accounting framework which is according to the reality of Hainan Province was established to adjust the traditional one. The Green GDP framework and accounting methods were intensively discussed using the theory of environmental economy and statistics, and the green economy growth of Hainan province in 2004 was also revealed.In this paper, the water pollution cost, air pollution cost and solid waste cost in physical volume and value were firstly accounted by introducing the method of pollution treatment cost, and the Sustainability of economy and environment was described qualitatively and assessed quantitively. Then, based on the value accounting of various pollution medias, the total value loss induced by environment pollution was accounted and the environment cost which existed in the economy growth was worked out. Finally, the GDP was adjusted to green GDP using the productive method, and the green GDP index was educed.The main accounting contents and results are as follows:1. Accounting of water pollution losses: In Hainan province, the level of Wastewater treatment was low and the treatment investment was deficient. In 2004, the discharge of Wastewater was 538.54 million tons. The actual treatment cost was 112 million Yuan. The virtual treatment cost was 788 million Yuan, amounting to 74.7% of the total pollution.2. Accounting of air pollution losses: In Hainan province, the level of air pollution control was low and the treatment investment for SO2 and NOx treatment was insufficient. In 2004, the discharge of waste air was 0.154 million tons. The actual treatment cost was 64 million Yuan. The ratio of SO2 treatment cost was only 5.7%, and that of NOx treatment was even rarely. The virtual treatment cost was 252 million Yuan, amounting to 23.9% of the total pollution loss.
