On The Improvement Of Age Pension Insurance In China's Rural Area

After more than ten years practice and reform, China has already formed the basic framework of the rural old-age insurance system, but still far from consummate. On the background that Chinese economy grows fast and the three dimensional rural issues more and more become the key problem of China's development, how to construct the rural old-age insurance system, in the basic social and economic environment, which is adapted to the development of Chinese market economy and functional to serve the goals of constructing new rural area, eliminating the three dimensional rural issues and constructing harmonious society, has become a big problem in front of the present government, society and scholars.This paper makes a comprehensive research on Chinese rural old-age insurance system, from an institution innovating and developing view. Firstly, the dissertation makes clear that the core and main carrier of rural old-age insurance system is "Social Insurance", by analyzing the key conceptions relevant to rural old-age insurance; Secondly, the central problems resulting that the old-age insurance system is wandering at present, are pointed out after reviewing the experience of Chinese rural old-age insurance system, on the context of Chinese economy institution changing; Then, according to the situation of rural economy, the aging trend, population flowing, and traditional culture of filial piety and blood-relationship, the paper probes into the main patterns of providing for the aged, and the conditions and limitations that different types of rural labor force suffered from the present rural old-age insurance system; Furthermore, the foreign patterns of rural old-age insurance systems are discussed and analyzed for reference.Finally, based on Chinese rural practical situation and the goals of New-Rural Construction and Harmonious Society Construction, guided by the scientific developing view, around the rural old-age insurance fund running, the paper systemically offers the reforming framework and complete implementing ways, which include the charge raising, fund running, pension standard, disbursement mode, institution constructing and other concerned aspects, with the expectation that this points will do some favor to the continuable operation and healthful development of Chinese rural old-age insurance system.
