The standard of the land lvies compensates of our country contiued to use the annual production multiple ways,and the compensated thescope only contain the land compensation ,theplacement subsidy,young crops and the building compensation,but had not considered the local economy level of development, the farming level of average perperson factor and the influence of land position condition ,so it already ill gathered the system of current market economy.the lower standard of drafts compensation , with the same place different price, compensates at will comparatively greatly are problems that are disputed in the system of the drarts compenstes of our country. In order to solve these hot topics,to improve the system of drafts compensates, in recent years,the experts also proposed a new concept that it is the comprehensive price of requisited area of farmland.The comprehensive price of requisited area of farmland is that, in the scope of building land area that are definited by the overall plan of land utilization of the administrative area of cities, according to the kind of land,and the output value,and the land position,and the rank of the farmland,and the average farming quantity of per person,and the relation of the land supply and demand,and the local economy level of development,and the lowest level of social security of inhabitants,and so on , delimits the district piece and surveys the comprehensive compesates standard of the drafts synthesizes(on the basis of principle ,there are not the compensation of the building and the green crops.)About the standard of the drafts compensates, beforehand, to the theory aspect of drafting compensate, most scholarsare make the discussion about the compensate constitution, but little doesthe research of the technical method aspect. Therefore, being a new thing, the study on the comprehensive price of requisited area of farmland is weaker in the methods of the area piece division and the surveying of the the system rationale aspect.so ,it is the goal to study the method of area piece division and to establish the surveying system of the comprehensive price of the requisited area of farmland.This article took the city of changchun to be the object of the research, and based on landbasic theory and position theory, land rent theory of maxi, the theory of land supply and demand, used the land appraisal method, the land classification establishes grades method and comparisonanalytic method, linking to the reality of Changchun,to be a study on the system of division of farmland area and the surveys system of comprehensive price ,and and has made the analysis to the agriculture with thelocal piece and its the synthesis soil-rent value spatial distributionrule, simultaneously proposed the suggestion to the agriculture used to draft the localpiece and its the synthesis soil-rent value application.Firstly, based on the comprehensive analysis about the problems that exites in the standard of current our country compensates, pointed out the comprehensive price of requisited area is a new way to solve these problems,and stated the meaning of the comprehensive price of the requisited area of the farmland ,and pointde out the signifeicance of this article. And simultaneously ,in detail elaborated the means of the districts of farmland and the theory of the surveying of the comprehensive price.Then with the aid of the GIS system, based on the the present cities land classification and location theory, we divided the farmland of changchun that is 1905.6 square kilometers, and not contain the district of shuangyang, and established the theory system of area division ,and consummated the ways that divided the requisited area.Once more, we took the theory of the value of the farmland as the foundation, linking the reality of changchun, in detail, surveyd the comprehensive price of the requisited area, established the system of the value of comprehensive price of the requisited area, and simultaneously gave the confirmation to the price from the theory and the fact, and improved the theory system of the area piece comprehensiveprice confirmation and adjustment.Finally this article has carried on the multianalysis to the areapiece distributed rule and the overall level of the comprehensive price, simultaneously proposed the application suggestion of the comprehensive of the requisited area.Through the research process above, draws the following conclusion:1. it is the inevitably choice that drafts on the price under the the market economy condition. Comprehensive price of drafts is valued and released by the government,and it is the average price of drafts in an area. It is maily influenced by the quality condition of the farmland, the average farming level of per person and the condition of location,and the economy development of the countyside.2. it solved the problems that there are not consider the land location and with the place different price in current standerd of drafts to estabish the value system of the comprehensive price of the drafts of farmland.At the same time,the application of the comprehensive price revealed the standara of drarts compensation, and solved the question that it is at will on the compensation, and it is good at to the application of the policy of the government and the protection of the farmer,s rights.3.When the government draw up the comprenhensive price, it is not only to follow the principle that is to raise the standard of compensation and with place same price, but also to give consideration to the compensation policy befor, and guards against that the gap is very oversized, and caused the farmer have lost the land to protest, and it is disaduantageous to the social stability.4.Compared with the price that was released recently, the price in the suburb in changchun keep equiibrium on the whole, though the price of few villages is lower the reality, and higer to the price that are opend. The city outersuburb synthesis soil-rent value, from the existing 25-30 Yuan/squaremeter, enhances to 30-35 Yuan/square meter, then has the varyingdegree the enhancement. The area piece division and the price surveyquite scientifically is reasonable.5.The spatial distribution of the comprehensive price of the requisited area of farmland is gradually reduced from the the urban fringe to the periphery. This rule manifested that the location is most remarkable to the influence of the demanding of draft. That is, if nearer to the key city,the dmading of drafs is more, the price of drafts is higher. The farmland that is in the area involved by the urban planning,in the near future,has the probability to be transferd the construction land, and the demanding is larger ,so the price is higher. But the besides, because the probability being transferd the construction land is less, the demanding is less,so the price is lower.The research has important significance of theory and practice in perfecting the theory and methods system of the drafts compensation, and achieveing more more scientific reasonable drafts compensation .
