The railroad land use is the necessary material base of railage production.The management of the railroad land use isan important part of railage production safety. For historical reasons and so on, our country's railroad land uses extensively and manages chaoticly.Current sustained and rapid economic development, land prices continuing to rise and the railroad development by leaps and bounds to trigger a new round of railroad building boom, the railroad reform and development entering a crucial stage , these position propose a more stern challenge to the railroad land management work.The purpose of this study is to base on China's railroad land management status, use Institutional Economics Analysis of China's railroad land use management and the reasons for the problem, draw on foreign experience in managing land in order to improve the land management system and take out policy and proposals for the railway management system innovation and improvement.By Institutional Economics theory analysis, I considers that our railroad land use lack of a integrate system is the main reason of the railroad land use problem. The problem shows in the following ways :(1) The scarcity of railroad land property rights system has led to a lot of land encroachment;(2) The short of railroad land use management incentive mechanisms makes the lack of supervision of the land force;(3) The railroad land use management laws and regulations are outdated and railroad land use regulation means backward. In view of the railway land use existing problems, this paper that the establishment of a railway intensive land use management system should define land property rights, improve management organizations, actively communicate and coordinate with the district intensive management to improve the railroad land management system, and speed up the development process by leaps and bounds.
