In 21 centuries, the market competition enters win-win stage. There are both competition and cooperation between companies. The construction of enterprise's core competencies is rising from the lower level competition on price, quality, difference, etc. to the height with knowledge economy, information economy, corporate culture and value idea, etc. Modern enterprises pay attention to enterprise's core competitiveness even more than any time.The small and medium-sized enterprise has already become an important strength in economic construction of our country . Through analyzing the core competitiveness theory and the current situation in the field of expressway's construction, this paper addresses its point of view on constructing and maintaining the core competitiveness of small and medium enterprises, by drawing lessons from the methods of some small and medium-sized construction enterprises which were growing up rapidly in the construction of Hengzao expressway.1. Our country economy has been transited from shortage economy to excess economy. With domestic and international market fierce competition, the core competencies construction has already became the decisive factor for Chinese enterprises development. If enterprises want to make the advantage in the fierce market competition, one's own core competitiveness must be built and developed, in order to create the sustainable competition advantage.2. The highway construction companies have their industrial characteristics: the small and medium-sized construction enterprises are unable to compete with big companies in many fields by bid system limit. Even though, the small and medium-sized enterprise also can compete with big companies by outsourcing, strategic alliance and knowledge alliance.3. The small and medium-sized enterprises are developing towards the direction of "Small and strong, small and top-grade" in our country .In consideration of the actual characteristics of small and medium-sized enterprises, they should focus on the downstream of the market supply chain. To look for the market blind gap, they should concentrate on a smaller product or service realm to obtain the competitive advantage and the core competitiveness.This text has analyzed and studied above-mentioned views, especially putted forward one's own view around establishing core competitiveness in the small and medium-sized enterprises of road construction.
