The Research On The Protection System Of Safe Production In Coal Enterprises From The View Of Social Responsibility

China is a large country which teems with coal, and the products of coal will still have been the main energy sources for a long time in the future. After the reform and opening-up to the outside world, the coal industry has achieved a lot, and has contributed much to the fast development of our national economy. But what must be pointed out is that the basis of our coal industry is rather unsubstantial and facing many severe tests. The fast development of our economy has raised new and higher orders to the following aspects: the need of coal, the resources and environment of coal, safe productions in coal mines, mineworkers' diathesis and etc., especially, the problem of the safe production in coal mines has become the social focus.Modern enterprise is a polyhedron. As one in the category of economies, the enterprise would pursue the maximum profits; as one in the category of codices, the enterprise should become a good "enterprise citizen"; as one in the category of moralities, the enterprise should take the social responsibilities. Among these social responsibilities in a coal enterprise, safe production is the hard-core one. Presently, coal enterprises in our country widely ignore their own social responsibilities. Also it has a good many reasons, but the most essential one is that most coal enterprises don't make workers as the fundament, don't pay attention to the orders, don't have a long-range plan for development, and don't carry out the social responsibility of safe production seriously. As a result, to study the problem of safe production in a coal enterprise from the view of social responsibility is an impersonal request of how to realize the safe production for our coal enterprises, and is the need of building a well-off society in an all-round way, and is also the certain choice of building the harmonious society.The analyzing methods of the analysis of demonstration, criterion, and system have been used in this paper. Through analyzing the structure andfeatures of the coal industry, and the actuality of the safe production in coal enterprises, has found out the deep-seated reasons which hide behind the problem of safe production, and provided an objective according to build the social liable system of safe production. Through analyzing the actuality of the safe production and its reasons, has put forward that a social responsibility ensuring system which focus on safe production should be built up. When the problem of safe production is being analyzed, the systematic method should be used to analyze the complications which effect on the safe production, some solutions should be brought forward pertinently. On the aspect of the researching train of thought, this paper introduces firstly the basic theories of social responsibility in enterprises, on the basis of analyzing the actuality of safe production and the main factors which effect it, and build the system of social responsibilities for safe production in coal enterprises, and also discuss the solutions which should be taken into account when enterprises achieve the safe production. The part of introduction introduces the researching aims and significances of this paper, the researching actuality and trend both at home and abroad, and the basic researching method and trains of thought. The 1st part of this paper mainly tells the elementary conceptions and theories, expounds the scientific meaning of the social responsibilities, academic foundations of how to fulfill the social responsibilities, and the basic contents of social responsibilities of enterprises. The 2nd part is the demonstrative analysis of the present actuality of the safe production in coal enterprises, and carries out the stress analysis through the following aspects: the posture of safe production in our coal enterprises; and the comparison of safe production between inside and outside. And the 5th part sets forth the thoughts about how to realize the safe production in coal enterprises.Research shows that excessive pursue of the economic profits, supervisors' recognizant desalt of the social responsibilities, the reality of the workers' diathesis and the surveillant lost of the correlative people who have common benefits are the main factors which make the safety accidents of coal enterprises happen continually. Coal enterprises should erect correct idea, target and principle of the safe production, in order to build the ensuring system of the organization of safe production, the ensuring system of institution, the ensuring system of human resources, the ensuring system of productive techniques, the system of meeting and dealing with emergencies, the system of safety culture, and the system of safety estimate from the view of building social responsibilities. At present, the country should strengthen the intendance and management of the safe production to the coal enterprises; and coal enterprises should boost up the consciousness of self-discipline, intensify the social responsible consciousness of safe production, and reinforce and improve the management of safety techniques in coal enterprises.
