Based on the clarification of several concepts related to shipping agency at the beginning of the thesis, the importance of the shipping agency industry was discussed. Threats and opportunities faced by the domestic shipping agencies after china's entry into the WTO were analyzed next. According to the reality in China Shipping Agency Co. Ltd. (CSA), advantage and disadvantage analysis were conducted which formed the inner conditions analysis. When it comes to the outer situation analysis, economic surroundings and the competitors were considered. For its better development on the shipping agency market, suitable forecast and predictions of trading volumes were also made. The main creative point is the establishment of index hierarchy which had successfully assessed the competitiveness of shipping agencies. Methodologies of Delphi, AHP and Fuzzy were adopted in order to assessed the process of PENAVICO, CSA, SINOAGENT, UNISCO. On the basis of the assessing results and the previous analysis on CSA, the development strategy catering for the requirements of CSA were formulated, including long-term strategy targets and feasible measures were concluded which would provide beneficial guidelines for the CSA long-term development.
