The discrepancy or the energy demand and supply has been the obstacle of the development of economy of China, the electric industry is the main industry of energy consumption, the structure of energy determinates that the coal-fire power plant act as the main power supply resource, the establishment of the energy conservation coal-fire power plan is the inevitable choice for the implementation of the strategy of sustained development. The global evaluation structure for the index system of energy conservation coal-fire power plan was proposed in this paper. The technical section was divided into power conserving, coal conserving and water conserving. The technical index combines with the managerial index. The policy section analyzes the problem of national power plant energy conservation policy and builds the energy conservation index system which fits the national condition. The environment protection section build the index system from the utilization ratio, added value and the social benefit for the flyash, engine ash and coal refuse. In order to make the evaluated numeric value more objectively, the analytic hierarchy process(AHP), cluster analysis, fuzzy membership functions and fuzzy synthetic evaluation are used to calculate the evaluated numeric value according to the index character.
