Research On Strategic Planning Of Scientific And Technological Development In Daqing Oilfield

Daqing Oilfield is the biggest oil production base in China. Its steady yield is crucial to the national oil supply and energy security. The goal of making continuous and effective progress, achieving a centenary oilfield was put forward in 2004. To actualize it, the strength of science and technology must be relied on, and the strategic planning of scientific and technological development, which should be in accord with the practical situation, is indispensable.Based on the investigation and analysis of the scientific and technological development strategies of overseas giant oil companies, current trends in worldwide oilfield technology, and the dominant problems and technical requirements of Daqing Oilfield, a systematic method for establishing strategic planning of scientific and technological development has been studied and used in the actual process of establishing strategic planning.The systematic optimization method used for establishing scientific and technological development planning is presented in this paper. The Delphi method is applied to determine the crucial technology for oilfield development, meanwhile the function of instructions from an expert committee is emphasized to ensure the validity of the crucial technology. The production and research engineers are taken as the sources of the research projects, which ensures that all the projects address the requirements of the oilfield and cover the major domains of the oilfield development. Aiming at the objectives, measures and target criteria of oilfield development, taking such factors as production, cost, profit and sustainable development of the oilfield as the optimization objectives, using the five methods (system optimization, goal programming, perpendicular optimization, Delphi method and 0-1 programming) as the optimization methods, taking the optimized deployment of such factors as finance and qualified personnel for technical research as the prerequisites, the research projects in the Planning are optimized and deployed as a whole and are ensured to be reasonable and economical. Lastly, the research projects in the Eleventh Five-year Strategic Planning are listed in an optimum order with the systematic method developed through the research.
