The science & technology is the first productivity. Financial R&D projects are the main way to improve the level of the national science & technology by the government. The government devotes plenty of funds to imbursing directly or inducting indirectly the development of the relative R&D projects annually, in order to raise the level of science & technology and drive the continual development of the economy and society. The performance of the financial R&D projects has been the important problem of the government and relative departments. It has been a question worth attention and groping to research the establishment and methods of the performance evaluation of financial R&D projects input and output.This dissertation's evaluation object is the financial R&D projects, and its research angle of view is the evaluation after-project, and its purpose is to establish the performance evaluation system of financial R&D projects input and output. The study establishes a scientific and reasonable performance evaluation system of financial R&D projects input and output by empirical research, through the collection and settlement of lots of sources and compare analysis on the existing evaluation indexes and methods of R&D projects and combining the results of research on the spot.Firstly, on the basis of collection and settlement of lots of sources, the study analyzes the foreign and domestic actuality of the performance evaluation of the R&D projects, research the advantages and disadvantages of the existing evaluation indexes and methods, advance the theoretical model of the performance evaluation of financial R&D projects input and output combined with the characteristics of forms of input and output of financial R&D projects. Secondly, the study designs the questionnaire and selects reasonable samples to do the research.
