A Study On The Infrastructure Building Finance Of Small Town

Along with the progress of reform and openness, infrastructure building of Chinese small town have been developed rapidly. But the hole level are very low, the lack of fund has hampered the development of the infrastructure in small town. It is urgent to solve the problem of infrastructure build financing of small town.The thesis first analyses the financing process and the current situation of the infrastructure in small town, point out the problem and discusses the causation of the problem. Then put forward to a mode-PPP to finance infrastructure building of Chinese small town, and introduce the means and the thought of PPP. Finally the thesis put forward some measure to finance classified infrastructure build of the Chinese small town.The thesis concluded that the financing mode which mainly relies on the public finance can not meet the need of infrastructure construction in small town. We should turn to a more flexible ways to absorb the private fund according to the actual situation. Practice the industrialized operation in the comparatively more profitable and competitive industries such as water, electricity supply and telecom by the principle of who invest who gain. As far as the industry which is more concerned with public interest such as environmental, it is adequate to attract every kind of investing identity by way of offering them with more favorable policies from the local government. Last, speaking of the business with more public interest and some level of private profit, it is better to let the government to be investing identity and at the same time practice a more flexible method of operation.
