With market uncertainty, technical innovation, organization reform and staff mobility, the environmental that the state-owned enterprises in China are facing has become more complicated, especially to those spin-off enterprises. The spin-off enterprises is a product of the reform and reorganization by the parent state-owned enterprises, for instance Chongqing Jinwei Industrial Co., Ltd (hereafter referred to as Jinwei Company) which is the first batch of spin-off enterprises separated from SINOPEC Sichuan Vinylon Works. After being restructured, Jinwei Company becomes a socially oriented, independent accounting, self-financing and independent legal economic entity. As for the enterprise property, Jinwei Company is neither a state-owned enterprise nor a private enterprise, therefore the realistic problems should be solved by the leadership are how to establish a human resource system to match the enterprise's characteristics, especially for the Salary&Reward system and the performance appraisal system.Having studied the modern human resource theory, focusing on theory for Salary&Reward management system and performance appraisal system, combined with Salary&Reward management system and performance management system both in the existing state-owned enterprises and in the parent SINOPEC Sichuan Vinylon Works before reform and reorganization, the author analyzed common problems in the modern enterprise performance management and problems need to be considered in Salary&Reward management. Applying the theory for modern Salary&Reward management system and performance management system, referred to the success human resources design in many of enterprises, with the idea of Salary&Reward management and performance management, the author experts to redesign the original Salary&Reward management system and performance appraisal system in Jinwei Company and to solve many problems that the Company are facing with, such as brain drain, low working enthusiasm of staff, low quality of overall skills for employees, obviously various Salary&Reward levels between the enterprise and Chongqing Municipality labor market, in order to achieve corporate strategic goals, to improve the staff and to boost continue development for the company.Having analyzed the company's situation, on the skills-based salary&Reward supplemented by the concept of broadband salary&Reward, combined with the modern...
