As the reform of the national defence science and technology industry deepens and the institutional reform for research institutions and government-sponsored institution pushes forward, the dualistic structure for war industry and civilian industry will be broken, the situation of the military- civilian integration and the military- civilian mergence will form, and development of civilian products will become a necessary choice for war industry units to survive and develop. It is a hard task facing current reform and development in China to push the course for war industry units to be run as enterprises, to accelerate the development of their civilian products, and to better meet the needs of new military transformation and market economy development in accordance with characteristics and rule for war industry units.After entering 21th century, facing the arrival to a new economical era, some internal management systems of war industry units haven't suited the transformation increasingly. SISC is a specialized semiconductor IC research institute that was earliest established in China, and is also only specialized research institute for analog ICs whose production value of military products accounts for 80% and more. Study on SISC development strategy is of important operation significance to ensuring the continuing, healthy and stable development of SISC military products as well as to promoting national defence and national economy benefit.In this paper, through the qualitative and quantitative analyses on SISC state of the art and on external and internal environments faced with SISC, by using the theory and method related with strategic and competitive analyses, the strategic matching and the strategic choice for SISC future development were made, and the strategy to be taken was confirmed in terms of SISC future development.As far as the research contents are concerned, in the study, the state of the art and development trend of the integrated circuit (IC) industry in China and the business situations faced with war industry units were first introduced.
