Research For Performance Evaluation System Of Heilongjiang First Biological Factory

The performance evaluation is the core part of the business human resource management. The performance evaluation system with good works can promote the achievement of enterprise target, create high-performance, and keep on development of the enterprise. How to design a set of performance evaluation system which is scientific and matching the enterprise actual situation is very important for promoting the enterprise competition ability. What's more, for the state-owned big and medium-sized enterprise, the performance evaluation is seen to have realistic meaning.This paper takes the large and state-owned enterprise First Biological Factory belonged to Harbin Medicine Group as the studying object, which professionally produces biology products for animals and various treatment medicines. In text, the author uses a flood of economy management theories and management technology, including the interview, questionnaire, SWOT analysis, PEST analysis, the theories and technique of performance evaluation to design its performance evaluation system based on its actual situation.Firstly we collect its internal information, analyze the present condition of performance evaluation, then we establish the enterprise strategy after analyzing its interior and exterior environment. Secondly, the text diagnoses its human resource condition, deeply discusses the design of its performance evaluation system, in order to set up the performance evaluation system which regards the KPI as core, CPI as support. Finally, the text testifies the availability of the system passing put a period in practice. The article advances suggestion for the problems that appear in the process of designing and practicing. In addition, the text discusses the problem of practicing the performance evaluation in the state-owned big and medium-sized enterprise.
