Motivated by the in-depth economic globalization and the deepening of China' reform and opening, the inflow of foreign direct investment (FDI) in China accelerates its pace. China has become the leading country that attracts the largest amount of FDI. However, FDI in China appears a huge imbalance in regional distribution and internal industrial stakes. These differences in the region reflect the strategic consideration of foreign capital to seek the maximum profit, and also reveal the selective use of the environmental features and advantageous resources of each regional distribution and the investment location choices of FDI in China will be of great importance to understand the relativity of China' s regional economic characteristics and FDI, and to improve the conditions of the inferior regions to absorb the foreign investment so as to promote the harmonious development of all regions. One hundred years ago, Engel predicted that science developed geometrically. The development of science and technology confirmed his prophecy. From the 16th to 18th century, the first technology revolution happened in history and then gave rise to the first Industrial Revolution. Thus the curtain of science and technology' s influence on human society has been drawn back. In the 21 st, when economy is integrative increasingly and international economy strength competition manifests advanced Scientific Technological competition, to research Scientific & technological progress effect is very significative. With the development of econometrics, new ways and tools have been used to study about technology to FDI. In order to avoid false correlation produced by the unsteady economic index, I .did a UnitRoot Testing and Cointegration, and established a Long-term Equationand Error Correction Model.Chapter one simply narrated the science and technology and the foreign direct investment concept as well as this article' s goal significance. The second chapter elaborated the correlation theories summary and the literature summary comprehensively.
