In the past twenty years, IT technology has gradually realized commercial transformation from high-tech. With the process of commercial transformation, IT technology brings enterprises new operation-structure and alters the market–competition-pattern of enterprises. For enterprises, the construction of IT-platform has become the absolutely necessary part of long-term strategy. But being distinct from other investment such as investment in kind and financial investment, it is difficult to numerically evaluate the revenue of IT investment.As a result of the difficulty of evaluation, there are two totally different points of view: IT productivity paradox and IT increment argument. For the same reason, during the process of IT investment evaluation, enterprises have to face the"IT investment black hole", which means only investment on IT without revenue from IT. In a survey about IT investment evaluation, it is revealed that only 16% of enterprises utilize specific methods to evaluate IT investment and most of enterprises invest moneys on IT in order to make survival or keep up with their rivals. The blindness of IT investment is the most critical problem for CIO. The blindness of IT investment may result in insufficient investment on IT and make the construction of IT-platform not to satisfy the long-term requirement of enterprise. On the other hand, it may result in too excessive investment on IT, leave IT resource unused and waste the investment. Therefore, how to properly evaluate IT investment will certainly cause the attention of enterprises and scholars.What makes IT investment difficult to numerically evaluate?
