With the advent of knowledge economy age and the evolution of the trend of global integration, the core of the competition in the enterprises, especially in high-tech enterprises, become the competition for the talent,successful management depends on the effectiveness of the human capital inputs and outputs in the large extent.The study is based on the human capital theory. Which is relatively new in China. Many enterprises still have not realized its importance. However, as the world's high-tech revolution, the world economy competition has been from the material resource into the human resource, and the key constraints of the enterprises development lies in how to develop, utilize and manage human resource. A number of high-tech enterprises have begun to recognize the importance of human capital investment and efficiency assessment.The means of the thesis mainly puts the basic approach of the investment assessment to practice by combining the financial management and human resources to discuss the investment in human capital costs and benefits of measurement models, use the input-output, discounting methods of investment in human cost-effectiveness from ration and nature, primarily establishs the reasonable human capital investment assessment model which, amend on the actual use ,to analyze the human resource of XinZhong Tele Inc, At last,the author propose the suggestion on how to strengthen the rationality of the human recourse capital, so as to establish a rational, dynamic human capital investment evaluation system.
