This paper has employed collectively relevant human resources and labor economics theories to conduct a preliminary study on human resources theories, the relationship between human resources and urbanization, and the status quo of the human resources supply/demand pressure in Wenzhou by adopting literature research methodology, investigation methodology and comparative study methodology. A comparative study of human resources development strategy is conducted between Wenzhou with U. S. and Shanghai. The author proposes on the basis of the aforesaid comparative study a strategy in response to alleviate the human resources supply/demand pressure in the urbanization of Wenzhou.Structurally, this paper can be divided into four sections as follows:The first section mainly introduces the research origin, research methodology, research content and main new academic viewpoints proposed. The author believes that the quantity and quality of human resources are main factors pushing the development of urbanization. The author elaborates human resources problems and major significance in the urbanization of Wenzhou and introduces the origin and purpose of this research correspondingly. In addition, the author states generally relevant economics theories of human resources development to lay foundations for the following empirical study and comparative analysis.The second section mainly analyzes the status quo of Wenzhou human resources supply/demand with a comparative study of human resources development strategy in Wenzhou, U. S. and Shanghai by empirical study and comparative study. The author believes that Wenzhou has been currently in the transition period from fast-growing stage to mature development stage in urbanization with its human resources supply/demand structure unable to satisfying demands of the new development stage as illustrated by the following: comparatively frequent labor migration making it difficult to set up effective training mechanism; Relatively low labor quality not able to satisfy the demands of new type industrialization and urbanization; a long way to go in terms of the rural labor development restricting the organized transfer rural population to urban areas; not very friendly labor environment, and rather backward talents development.
