Study On PSR Mechanism Of Cultivated Land Conservation

The cultivated land is the valuable natural resource, which has the characteristics of multi-function and multi-use. Just because of such multi-functional characteristic and comparative interests difference, the trend of cultivated land use converted is inevitable. The enormous demand for the cultivated land, which based on the population growth, industrialization and the quickening of the urbanization process and high-speed development of economy have aggravated the situation. On the other hand, the cultivated land rareness and the pressure from grain security and demand of the safe ecology limit the transition. Chinese cultivated land resources face the competitions between economic development and the demand of grain security as well as the safe ecology, how can we make the best of both worlds?This dissertation carries on theory and positive research of the PSR mechanism on cultivated land conservation. First of all, it explains the understanding of cultivated land conservation intension and the basic theories of it. Secondly, the dissertation studies the PSR mechanism of cultivated land conservation in deep. On the basis of analyzing pressures in the face of cultivated land resource, it studies the driving forces that influences the changes of cultivated land in detail, classifies the driving forces into the thrust and pulling forces in principle of quoting the effort of physics, elaborates the tendency of the cultivated land in the effort of thrust force and pulling force. Facing to all kinds of pressures, it studies the state of the unsustainable utilization of cultivated land. On the basis of analyzing the behavior of cultivated land conservation participants, it explains the response of cultivated land conservation. Cultivated land conservation is the best choose of the central government. It analyzes impact on local government of allocation proportion change of land income through theory of game, carries on economics analysis on unsustainable utilization of peasant households. Central government protects cultivated land with other cultivated land participants together by administrative interference and Legal norm and economy encouraging. Moreover, this dissertation works on PSR positive research of cultivated land conservation in Wuhan city. It analyzes cultivated land change in Wuhan city, chooses 8 driving factor, carries on dependence research of driving force of quantity changes of cultivated land through analytical method of the main composition. Through setting up driving force analysis model of cultivated land area change, this dissertation calculated the possibility that objectives of land use planning of Wuhan city to 2010 realizes. In the end, it put forward the policy recommendations of realizing sustainable utilization of cultivated land in Wuhan.
