The reform of public utility in Western developed Countries shows the circular development of "privately-State-privately owned". The Western governments concluded from reform practice the administrations should supervise the public utility according to public interest and ceaselessly perfect the regulatory system. Recently the China has decided that the administration of the city's infrastructure construction (commonweal and public utility) makes for marketization. City appearance and sanitation administration of China, as the important role of city administration, just begins to step on the way of marketization, thus it is faced with many problems such as how to build a efficient administrative system that not only can be seasoned with the marketization but also realize social common goal in such a administrative department that even was administrated by government chronically.
