As a kind of special tourism resource, the old towns in China have already absorbed more and more tours Since 80' s in 20 centuries, such as Lijiang Town in Yunnan province and Zhouzhuang Town in Jiangsu province. Now, to tour old town has already been a popular tourism product anywhere, which rose an important function in promoting the old town's development of economic, prospering the old town's community, developing the old town's culture.However, a lot of problems were came out in the process to protect and develop the old town's cultural tourism resources, for example: the shortage of management cost, the missing of protection funds, the incline of excessive commercial development, the verysharp antinomy among residents and tours and company......
