The rural surplus work force, who are transferred to the industry and city, is a tendency. And this is the key to solving the problem about The Countryside, Agriculture and Peasant and the movement of peasant's transferring for cities. However, the progress is constrained by many factors, and the most important one is the lower human capital investment ability of rural work force.
