Recent years, safety accident in mine happened frequently, which resulted in enormous casualty and property loss. Investigation found the lack in safety devotion was the important cause. It is necessary to make people know the relation between safety devotion and safety benefit, under the background, the article was completed. Its main content as follows:1, The paper applied the theory of marginal cost and income, non-difference curve and the rate of marginal substitution to ascertain the problem of the most excellent safety input and reasonable distribution, then applied Douglas production function to settle the substitute problem of each safety input during the process of production input.2, Safety benefit was divided into economy benefit and non-economy benefit, and economy benefit was divided into derogation benefit and increment benefit. After introducing the means and theory of evaluating accident damage, applied AHP to seek the contribution of safety to the economy increasing rate; and applied Grey model to-forecast the safety input next year, non-economy benefit was divided into safety credit and environment value, and applied the theory and means of evaluating immateriality assets to calculate the safety value, and introduced the phase development modulus to estimate environment value.3, The study result of paper was applied to achieve success in laoling mine, and achieved better economy benefit and social benefit.
