Application And Evaluation System Of Making Overall For Urban And Rural Economic And Social Development

In the early days after the nation been founded, our country has defined the national income distribution policy as "price scissors", and has been imposed dual-economy policy, divided into agriculture and industry, partitioned urban and rural, which resulted in a serious criticism development of city and country. Since 1978 introduced household contract responsibility system with remuneration, agricultural production capabilities had greatly increased. More than 20 years with reforming, the economy and society have had a great development, but did not narrow the gap between urban and rural, and some even continue to expand. This serious dislocation of urban and rural development is not only detrimental to the upgrading of the industrial structure and promoting each other, is not conducive to the coordinated development of the national economy, but also not conducive to overall build the well-to-do society. Therefore, the 16th CPC Central Committee, the State Council put forward the strategic thinking of make overall for urban and rural economic and social development. This is a new way of thinking, new strategies, new policy different from the traditional theory of "practicing agriculture on agricultural," "practicing rural on rural". Analyze and solute "three Fs (farming, farming areas and farmers)"on the overall situation of national economic and social macro-level, and fundamentally changed the past concepts and practices as "up urban down rural", "up industry down agriculture", "partitioning Urban and rural". There is more than 3 years since proposed the coordinating urban-rural development, but the study is still restricted to the theories, policies and measures in such areas, and lack of indicators and empirical analysis system exploration. Results in the failure to research based on a clear gap between the urban and rural ,and even policy theory seems more empty. Therefore, papers start a study on coordinating urban-rural issue from the quota system and the establishment of empirical analysis.The thesis studied the issue about making overall for urban and rural economic and social development from a new angle and with creative approaches. It Researched this issue with quantitative methods based on making overall for urban and rural economic and social development to choose indicators, establish evaluation system, design models to test the state of coordinating urban-rural development. Also we will analyze the state of coordinating urban-rural development on the use of qualitative methods, especially to the indicators can't be quantified.The thesis can be divided into six parts for the brand new exploratory studies.
