A Study On The Transformation Of Land Use In Guangxi's Economic Development Under Strict Land Policies

Land has been one of productive factors, its limited and rare characteristic lead to result that transformation of mode of land use has been regarded as one of important tasks in economic and social development. For a region,the land intensive use not only include heightening yield per unit land area because of increasing land investment, but also include heightening yield of this region land on account of rationally transformatation of land use structure according to evolution law of land use. The comprehensive effectiveness for transformation of mode of land use must be appraise in the light of not only economic effectiveness, but also society and ecology effectiveness. The macroscopic regulation mechanism must be combined with the market mechanism and the public participation mechanism, and market mechanism plays the basic function with giving full play to function of macroscopic regulation mechanism and public participation mechanism in transformation of mode of land use.Based on the elaboration of the basic academic theories and the summary of the foreign experiences in transformation of mode of land use, the paper investigates and analyses macroscopic background and main content of present land policy, discusses necessity of transformation of mode of land use, which depends on feature of land use of Guangxi, and puts forward realizing forms, channals and complement policys. Because land of agriculture has been turned into industrial land so fast that China' s grain safety has been endangered for years, China' s State Council was forced to promulgate policies which protect land of agriculture and guarantee the land supply of industrialization through comprehensive plan of land use, annual plan of land use , and balance mechanism of occupying and complement. According to such policies background, probroms of GuangXi' s land use and tremendous latent capacity of GuangXi' s transformation of mode of land use, the paper set forth that GuangXi should work out measures including preferential policies encouraging land intensive use, land use plan, and managing constructive land in order to realize the aim of city land intensive use;enhance use efficiency of land of rural area throgh putting agricultural land and constructive land of land of rural area in good order; take into account overall arrangement plan of GuangXi' s development area, scientifically revise land use plan of development area, and fully make good use of waste land. In addition, GuangXi should draw up other policies to enhance intensive use standard of land, such as land investigation, market mechanism, and supervisory and restrictive mechanism.
