Research On Decision-making Mechanism Of Government Investment Project

Government investment project decision-making is the important step in projectmanagement. It does not only relate to the success of the project, but alsoaffect the society in other aspects, including economy, ecological environmentand social development. Based on the comprehensive review of literature, thispaper discussed the establishment of decision-making mechanism and theapplication of fuzzy synthetical evaluation on government investment project,through the analysis of Jiande government investment project decision, usingthe knowledge of management science, decision science and fuzzy theory. MamuBridge Project was studied as a case.Firstly, this paper put forward the concept of government investment projectdecision, and reviewed the basic theories of it, including decision theory,sustainable theory and project lifecycle theory.Secondly, based on the status quo analysis of Jiande government investmentproject, this paper put forward the problems of government investment projectdecision, and discussed the reasons and difficulties of them.Thirdly, according to the problems and attributes of government investmentproject decision, the frame of government investment project decision mechanismwas established systematically. Five matched reform measures were proposed atthe same time.Fourthly, the analytic hierarchy process (AHP) was used in project evaluation,and the fuzzy synthetical evaluation model of government project wasconstructed.Fifthly, Mamu Bridge Project was studied as a fuzzy synthetical evaluation modelcase of government investment project.Finally, the summary of this paper was made, and the direction of relativeresearch on government investment project decision was expected.
