Establishing of regional brand, as a new economic developing activity, is a job of strong profession, technical and systematic. The main point is to regard regional brand as a principle part, independent source, but not attached or modified. Besides, regional brand is a collectivized public brand, so it must be promoted and guided by the government, and adhere to the principle "Guided by the government, led by enterprises, coached by intermediaries (trade associations)" . The government has the responsibility and duty to establish public brand; led by enterprises is because that making regional brand essentially is a commercial management activity, ned lots of enterprises and product brands to participate and support. The main part is enterprises; coached by intermediaries is because that many professional jobs need guidance services from lots of high-level intermediaries. Establishing regional brand must follow market mechanism, that is, to establish a set of perfect brand share mechanism "undertake input together, share benefit, function co-ordinately" .This article is based on the relationship between government and market, started with the study of relationship between government and market theory, to analyse the current situation of relationship between government and market theory, and to improve the necessity of co-ordinate mutually complementary relationship between government and market and the importance of changing government functions by three theories and practices of non-co-ordinate relationship between government and market, thus to get position and function during the construction of regional brand of government; and combined analysing of regional enterprises and the brand development conditions in Zhuji, state out to make and establish brands led by government and to drive industry groups develop quicker and better; relied on intermediaries, such as trade associations; based on industry groups; regional history and cultures as background; led by enterprises, thus realise improving international comprehensive competitive of industry groups and establishing international brand.This article is divided in 6 parts, with 4 sections as main frame, that is, theory study about regional brand, theory study about the relationship between government and market, case analysing of forming of Datang socks regional brand, and fixed position of the role of government in construction of regional brand.
