| ZheJiang local clusters have been a hot topic in China's academic research. Most of the extant researches believe conclude that the formation and development of ZheJiang local clusters are strongly influenced by physical geographical, social, cultural, economic and political factors etc. However, few attentions have been paid to the local entrepreneur's role and function (as one of the most important economic actors). It is of great importance to further identify and analysis the complex interactive relations between entrepreneur and local cluster's formation and development.Entrepreneur is the whole show in the process of social wealthy creation. In a increasingly competitive global environment, the capabilities, foresight and insight of entrepreneur are major sources of firms' differential performance, and key factors of firms' competitive advantage. Especially to those start-up and growing firms, entrepreneur becomes the most important determinant of the firm's survival and development, because of the business environment's complex dynamics, and lack of managerial resources and organizational capabilities. From the regional development's perspective, whether owns a cluster of high quality entrepreneur, can directly affect the building of regional competitiveness and the enhancement and maintenance of regional economic energy. Entrepreneur is not and isolated economic agent, their entrepreneurial behavior and innovative actions must be undertaken in some social, economic, and cultural systems. They acquire the necessary resources from those systems, and they renew the resources of those systems as well. Under such an interactive circumstance, entrepreneur becomes the key variable to influence the evolution of local economic system.This thesis summarizes three types of environmental factors and five kinds of learning mechanisms on the basis of industrial cluster literature and entrepreneur capabilities literature, and builds a theoretical framework to enhance the entrepreneur capabilities in the local clusters. Based on this framework, this thesis chooses TaiZhou local cluster (ZheJiang Province) as an analytical case, analyzes what kind of roles these environmental factors, learning mechanisms and key economic agents play in the process of the enhancement of local entrepreneur capabilities. This thesis also provides some pieces of advice on government's policy-making and actions. |
