Accompanying with the rapid development of our country's economy, the conflict aroused by regions'distance of economic development has been highly worsened, which also has attracted great focus by our central government. The prime minister Wen Jiabao pointed it out in the 11st five year's plan that the task to narrow the distance of western china and eastern china has been put on high agenda.Many experts inside and outside china (such as Wei Houkai 1997, Cai Fang 2000,Liu Xiaming, Wei Yingqi 2004) Have made a lot of analysis and study on the question whether the economic development distance between eastern china and western china has been lengthened or narrowed. Except for some argument existing in the whole developing trend, they all admit that the economic distance among china's districts has grow from narrowing to expanding in according with the significant time 1990. Then, what factors acts behind the economic phenomenon?Based on frontal studies, the author try to find out which one among the three deciding factors- capital, labor and technique, is playing a key role behind the economic expanding phenomenon. Moreover, what driving power is pushing the key factor forward? Can our public financial policy exert any influence on the driving power.By means of accounting and comparing the different effects which three above factors play on economic development, the author point it out that the only factor that can arise the expanding results among regions is labor, while the left two can only make...
