The characteristics of R&D work have made an urgent necessity for managers of high-tech enterprises to establish a scientific and effective modern human resources management system. One of the most practical means in human resources management has been the method of performance management.The paper bases on the research of P-CMM, and how to apply P-CMM to the high-tech enterprises. It focuses on how to apply P-CMM ( People Capability Maturity Model), relevant performance management theories to establish and implement performance systems of the high-tech enterprises. First, it looks back the theory of performance management, conclude the performance management measures based on common performance management theoretic. Second, it introduces the concepts of P-CMM, its implementation system methodology IDEAL model and the methods of performance management in P-CMM. Third, the paper took the method of interviewing and surveying, to analyses the present situation of performance management in the high-tech enterprises. Last, based on the theory of P-CMM and IDEAL model, the performance management model of the R&D staff was designed for a software enterprise and assessed its effectiveness.By applying the performance management system model based on P-CMM, the R&D staff can not only be controlled in process, but also be evaluated and improved afterwards. The approach is available for improving the process capability of high-tech enterprises in china.
