The development of the real estate markets can't do without the credit of real estate. Particularly, the development projects of real estate depend heavily on the support of development loans. Recently, with the increasing expansion of real estate markets, the development loan scale in real estate has been enlarged rapidly. Meanwhile, due to the frequent changes in macroeconomic policies in transformational period, the fluctuation in regional economy and the ill-balanced information between the banks and enterprises, the development loan is at great risk and the adverse loan rate remains high. If no effective measures are to be taken to prevent and control the risks, maybe financial crisis will exist. Hence it is of great significance in terms of theory and reality to examine the potential risks emerging in real estate development loan and to figure out the corresponding measures to prevent, control and eliminate the risks.First, this dissertation, with the help of systematic engineering theory and risk governing theories of commercial banks, analyzes the major risks emerging in real estate development loan from the macro, regional and micro perspectives. Besides, this dissertation reveals that the risks at the macro level are mainly attributed to the changes in law policies and lack of coordinating in some of economic regulating policies. With the difference equation model, this dissertation demonstrates that the risks in regional markets emerge mainly because elasticity of demand is lower than elasticity of supply with the immobility of the real estate properties, which lead to the real estate bulbs. With the game theory and information economics, this dissertation discovers that the risks existing in development loan at micro level result from the ill-balanced information between the banks and enterprises, which causes the high-risk enterprises to drive the low-risk ones out of business and the enterprise loaners are induced to transfer the original loan to other use or to escape the debts.Secondly, with the analysis of the sources and generating mechanisms of the risks, this thesis presents the following proposals on how to prevent, control, and eliminate the development loan risks: establishing the coordinating mechanism related to the financial rate policies and other macroeconomic regulating policies and the mechanisms of handling the adverse creditor's rights in development loan; improving the warning system of risks on regional real estate markets, the credit...
