On the coming of the economic globalization and informational age, compare to physical resources, financial resources and information resources, human resources already became more important, has been regarded as a strategic resource for the enterprise to obtain competitive advantage. Enterprise human resources management also begins to transformation to strategic human resources management from traditional personnel management. Naturally, to realize this function transformation, manages in the idea and the method all needs to have the breakthrough. However, our country human resources management no matter is in the idea and the practice all by far falls behind the world level. Therefore, based on the present situation of domestic human resources management informationization, I attempt through the thorough analysis human resources informationization content to discover a way to promotion the enterprise operation benefit fast.By analysis and summarizes the lessons and experiences of the US and Japan business management, we may believe that the human resources management informationization must take the strategy and the enterprise culture as guidance, that is to say, guarantees the human resources management informationization along the correct direction with the strategy, promotes enterprise's operation benefit continually with the cultural. These can help the business management advance strategy to extend unceasingly and dynamically while make great strides forward to the best practice continually.In the study, I creatively divide the human resources management informationization into the technical surface and the management surface, and in my opinion, the human resources informationization should pay more attention to the management surface. Moreover, through the research I have pointed out how to realize the strategy and the enterprise culture guidance thought in each module of management surface.The technical surface stresses on two aspects: First, the system technically must have foresightedness, and in the long time can eliminate and promote; the system function must be helpful to the strategy implementation, also can carry on data sharing and integration with other correlation module and the subsystem. On the other hand, the system contact surface must be friendly to user,in other words, the system contact surface must be simple to operate and may carry on the personalized establishment; the system function must be suitable,it must both facilitate to carry on the human resources analyzing , planning and online managing , also assuring the cost is suitable.The e-HR management surface's attention is through the information technology promotion enterprise operation benefit, along correct development direction, and by the informationization enterprise culture guarantees the operation benefit to improve continually according to the correct way, urges strategic the tendency to continue, while guarantees correct direction of the business management (through human resources management). To be specific, each module of human resources management both must complete oneself strategy guidance function, and causes the behavior of each correlation benefit side to conform to the enterprise common values during the course of exercising its function.Unable to weigh is unable to manage. In order to weighs to effect of the enterprise human resources management informationization, I also have done the interact research, comparison and analysis on the current achievements assessment method, and has established a set of appraisal system based on Balanced Scorecard to appraises achievements of strategy and the cultural guidance human resources informationization, and has given the assessment method and the model, supplies the reference.As a guiding ideology, it is no doubt that this research has certain guiding sense to the enterprise human resources informationization practice, but considering different profession, different scale and type enterprise, its cultural, staff quantity, knowledge structure as well as enterprise development stage may be different, which needs to make the correlation to be accommodating when realization.
