Research On Adjustment Of The Agricultural Structure Of Shangyi County In The New-stage

Agriculture development of China is facing a new international circumstance and is getting to a new stage since the China's entrance to the WTO, particularly after the new century. The background of the agricultural structure adjustment takes on some new characters. This paper studies the strategic adjustment of the agricultural structure of Shangyi County in the background of the new-stage agricultural strategic adjustment. It has important realistic and theorial meanings to the development of agricultural economy of Shangyi County, improvement of its eco-environment, protection of the capital's ecological security and the establishment of the sustainable agriculture.Shangyi County lies in the northwest of Heibei province, in the middle of farming-pastoral zone. It is an important ecological county to the capital's environment since it lies in the upper hand of wind and water of the capital. There are unique climate and vast land here, abundant grassland and tourism resources, excess labor resource, and deficient water resource. The study of the agricultural structure adjustment can reveal the common law of that of the farming-pastoral zone. This paper uses the qualitative analysis, diagram analysis, grey relevancy degree analysis, AHP analysis and lengthwise and crosswise comparison analysis together.This paper is divided into six parts. The first part briefly summarizes the background of the new-stage agricultural structure adjustment and the related research in and out of our country, elaborates the aim, meaning and the overall train of thought. The second part elaborates the basic theories of agricultural structure adjustment, mainly including agricultural development stage theory, agricultural location theory, corresponding change analysis of the geographical structure and holographic theory, comparative advantage theory and agricultural sustainable development theory. The third part points out the problems in its agricultural structure adjustment in the ground of analysis of the county's historic evolvement of agricultural structure, the present adjustment situation and the increasing character. The forth part has an objective estimate of the county's agricultural resources and environment, pointing out the advantages and disadvantages of its agricultural structure adjustment.Based on the preceding discussion, chapter five elaborates the aim and way of the agricultural structure adjustment, bringing up five ways to achieve the goal, which are adjustments of agricultural industry structure, agricultural regional structure, agricultural products structure , agricultural operational structure and rural occupation structure. During the industry structure adjustments, we use the AHP analysis to choose the leading industries, and bring up the key points which including developing high grade and distinguishing planting, grass and pasturage and agricultural products processing. In agricultural regional structure adjustment, we break the original region division, making a layout on three agricultural economic districts which are Stock and agricultural raiseing area in Bashang .Forestry and stock raising area in Baxia, Central complicated area in Bayuan.
