Study On The Reform Of Property Right System In Evolution Of Non-governmental Enterprise

The nongovernmental enterprises have been developing under special historical situation. They are generally run by families and their property structures are centralized and ambiguous in property relationship. To some extent, this property system caters to the needs of the enterprises in their infancy. However, with the deep going of the Open Policy in our country,the changing of the outside situation and the continuous expanding of the scale, the nongovernmental enterprises gradually reveal their drawbacks .The most prominent among all is that the arrangement of the property system can't properly deal with the outside profits which shouldn't be the case in a modern system. Nongovernmental enterprises must overcome the restriction brought by the supply system and at the same time reform the property system in order to develop continuously & steadily.The author combines property right theory and system changes theory, adopts the way of standardizing analysis, comparative study and case analysis, analyses the different characteristics at each developing stages of the nongovernmental enterprises of our country from the angle of lifespan of enterprises, and bring forwards that the goal of property system reform is to build up perspicuous property system and decentralization as well as mobility.In order to make property right perspicuous, the new-founded firms should divide property right clearly at the beginning; other enterprises should separate the property right as soon as possible. To decentralize the property, the enterprises should accept more strategic investors as well as splitting the property within the families. To make the property right mobile, the firms should have the property right securitized at proper time. Secondly, the goal of inner governance system innovation of non-public enterprise is to choose the suitable inner governance model based on their real conditions. Firms different in scale or stage of development should set up or perfect different governance system, too.
