With the implement of the rural households'contract responsibility system. China's rural households have taken up a basic role in agricultural economy under this institutional arrangement. The rural households have got the controlling right for collocating the resource of the capital and the labor. And also they have already become the basic unit in the rural investment, and their status has got consolidated.Inner Mongolia's agricultural population accounted for 61.76% of the total population, the rural households'investment have arrived fifty percent of Inner Mongolia's agricultural investments, so their ability to invest and investment propensity do have the fundamental influence on Inner Mongolia's agricultural investment. In this paper, the author has studied Inner Mongolia's rural households'agric-productive investment behavior from three aspects: Inner Mongolia's rural households'investment position, status and characteristics. And also the author has established the Inner Mongolia's rural households'agric-productive investment behavior model with the data of 34 rural areas in Inner Mongolia from 1986 to 2003. Based on the model's conclusions and typical research data, the paper make some evaluations on the rural households'agric-productive investment behavior, and also analyses the reasons. The results indicate the rural households'agric-productive investment behavior is affected by such factors: the rural households'owning resource, the proportion of living expenses, education level, and so on.According to the above findings and conclusions, unifies the actual situation of Inner Mongolia, the paper further proposed the following countermeasures: deepen the reformation on agricultural tax system; raise the scientific and cultural qualities of the agricultural labor force; optimize the peasant households'consumption level and the consumption structure.
