The reform of state-owned enterprises (SOE) has been carried out through three steps, which are the reform of"decentralization and interest concessions", the reform of building modern enterprises system, and strategic reorganizing SOEs. To accommodate these, there are three steps in the process of the reform of state-owned enterprises property rights system, which are firstly, to dissolute the high concentration of power in SOE property rights system in order to separate the ownership rights from management rights; secondly, according to the demand of building modern enterprises system, to separate the ownership rights of nations from the corporation property; and thirdly, in terms of the principle of SOE reform strategy, to build formal corporation property system in the industries and domains in which SOEs are necessarily preserved, and to reform state-owned property rights fundamentally in ordinary competitive industries, i.e. to translate state-owned property rights to non-state-owned property rights, to accomplish the withdraw of state-owned capital.In planning system, a large quantity of state-owned capital gathers up in the ordinary competitive industries, in which a large number of SOEs centralize. The withdraw of state-owned capital from the ordinary competitive industries is based on the low efficiency of the state-owned capital's running and the enterprises'operation predicament as well as the nature and character of state-owned capital.
