A Study On Management And Countermeasures Of Safety Work For Agriculture Machinery

With rapidly rising quantity of agriculture machinery, and increasingly widened working domain, the percentage of agriculture machinery accident shows the generally declining trend in the recent years, but we cannot ignore that the safety situation is still severe and many problems left for us to solute. Accordingly, it becomes a subject we are facing directly that how to scientifically implement and enhance safety work management of government during the practice of farming by agriculture machinery.According to literature, no regulation theory has been found to be applied to study the problems of market failure or government failure in safety work management for agriculture machinery home and abroad up to the present. In that case, this paper based on previous researches, in the light of regulation theory and modern safe management, analyzes problems in safety work management for agriculture machinery and some reasons, by the example of Xiaoshan district of Hangzhou.This paper draws a conclusion that the regulation failure of safety work for agriculture machinery in Xiaoshan district is relatively serious, which presents that the safe situation of the using of agriculture machinery is still severe, and at the same time, there are serious internal failure, external failure and system failure in safety work regulation for agriculture machinery. The main reasons are pointed out that there are defects in law system, organization design, performance management, decision-making system and supervision system in safety work regulation for agriculture machinery. Besides, another important reason cannot be neglected is that the market competition was not perfect as we imagine.On the basis of above analyzes, this paper utilizes regulation theory to bring forward some countermeasures to reforming safety work management for agriculture machinery in our country.
