Pursuing economic growth while taking into account the coordinated development of the regional economy is the goal of any country, especially for a developing country while ours is a vast country, and It is a special significance.This paper from the perspective of fiscal decentralization, analyzes the relationship between fiscal decentralization and economic growth, regional disparities by production function model with quantitative analysis software for our 28 provinces, autonomous regions and municipalities' panel data of the per capita GDP growth, fixed asset investment growth, labor force growth from 1985 to 2003 year ,and also has a regression analysis of Samples of the Gini coefficient of per capita GDP and fiscal decentralization, and concluded :First, the relationship between fiscal speeding decentralization and the economic growth is related to negative, the relationship between revenue decentralization and economic growth is related to positive ;Second, the relationship between fiscal expenditure decentralization and regional gap is positive, and the relationship between fiscal decentralization and regional gap is a negative. In conclusion, this paper has proposed that the future direction of our fiscal decentralization should focus on how to decentralize on fiscal speeding, and is established a fiscal transfer payment system for balancing public service of different areas...
