Research On The Applying Model And Policies Of Resources Recycling

The 16th Party Congress submited the goal of comprehensive building an affluent society: it is expected that in 2020, our affluent society come true fully, and GDP is four times in 2000. According to the traditional "Three High" extensive economy growth mode, the resources available are far from adequate to support the rapid economy growth. Therefore, in the next 10 years, resources recycling which is the core of the recycling economy will prevail in the economic and social development of China. We must firmly grasp this concept to guide China's future economic development.The core of recycling economy is resources recycling. Firstly, this paper explained and reasoned the concept, secondly, in guidance of system theory, made use of the Material Flow Balance Analysis Method and System Dynamics, from the whole of society, industry and enterprise established three levels of the structure models of resources recycling and the Systems Dynamics model for policy variables and technological environment variables to resources recycling, thirdly, made assessment on the condition of China's resources recycling from the three dimensions of society, industry and enterprise, finally, according to the progress and the gap of China's resources recycling, put forwards the corresponding policies and systems.The theory and practice of systematic research in this paper, analysis focuses on the following:——analyzed the theory evolution and basic content of recycling economy, and the basic content, the economic value and ecological value of resources recycling, from the "3R" Principles'perspective, demonstrated the relations between recycling economy and resources recycling——the core of recycling economy is resources recycling.——Established the structure models of three levels of society, industry and enterprise resources recycling, and gave the measurement methods and formulas on the efficiency of social and industrial resources recycling, and established the System Dynamics models for government policy and technical environment to resources recycling and made simulations of the three policy environment and three technology environment on certain assumption.——On the basis of the current state of China's resources recycling, established the regulations and control systems of China's resources recycling, and from the respects of the law, technology, financing and etc, explored and established macro-control policies and systems of resources recycling.
