In the process of project construction, investors always pay important attention to project cost. So project cost control becomes very important for constructor. In the period of investment decision-making, design and construction, cost control of project construction requires that cost is blow quota limitation and error is minimized. It's used to get satisfactory investment benefit and society benefit. Apparently, cost control and examination for design budgetary estimation is a key phrase. Investors should not only control the cost of consigned design is in the range of the quota limitation, but also pay more attention to the examination of project budgetary estimation. The paper which is based on multi-attribute decision-making and the budgetary estimation of transmission line design projects forms impersonal evaluation model and examination method.The paper not only designs method to estimate cost which is useful in the period of feasibility research, but also designs method to choose and value suitable project schema in multi projects. At last, the paper proposes design a management information system about cost examination information which is established for examination information construction.Firstly, by using artificial neural networks, the paper proposes a cost estimation model based on artificial neural networks, and deeply analyzes the every level in the configuration. Using ameliorated arithmetic fasten the train velocity. Combined with the real project data, the simulation result show the model is practical. In order to solve the problem how to choose the most suitable scheme in many project, the paper utilizes gray relationship analysis which derives from gray system theory to compute the relationship degree which is used to judge how the projects is near to the standard projects. The result show the method is simple and effective. Meanwhile, the paper utilizes principal component analysis which is one of multi-variant statistical analysis methods to choose the project in many projects, and the paper provides the model which utilizes the method. At last, using the historical projects data of electrical power company, the paper builds management information system for transmission and contribution projects.
